Shanghai posts 8.2% growth in GDP

Shanghai’s economy secured a year-on-year growth of 8.2 percent in 2009, with faster expansion in the service industry countering a slower pace in manufacturing, the Shanghai Statistics Bureau said Friday.
The gross domestic product in Shanghai last year jumped to 1.49 trillion yuan (218 billion U.S. dollars), with annualized rates in the four quarters settling at 3.1 percent, 7.9 percent, 9.8 percent and 11.2 percent, respectively.
“Shanghai’s economic performance has presented a clear trend of recovery,” the bureau’s chief economist Cai Xuchu said Friday. “Weak external demand may remain a drag on the city’s growth this year, but the overall economic conditions have been improved significantly.”
The yearly 8.2-percent growth rate trailed behind an increase of 9.7 percent in 2008 and 13.3 percent in 2007, making last year the second in a row to show a slowdown in growth after Shanghai had run at a double-digit pace for 16 years.
“The financial crisis is an apparent factor to deter the growth. But the slowdown is also a natural response to the city’s efforts of revamping its economic structure,” Cai said.
Benefiting from years of reform, Shanghai’s service industry accounted for 59.4 percent of the city’s total output last year, up 3.4 percentage points from 2008.
Production in the service sector gained 12.6 percent on an annual basis last year. The manufacturing industry edged up 3.1 percent. The agricultural sector contracted 1.1 percent.
Companies in financial, real estate and retail markets were three star performers in Shanghai’s service sector.
Addressing a question on the growing expectation of inflation, Cai said consumer prices in Shanghai will register a mild, controllable growth this year.
He said prices will rise because of higher costs in public services like water, transport and health care. A credit market with ample liquidity may accelerate the pace, he said.
“But it will be mild and within control,” Cai said.
Shanghai’s Consumer Price Index fell 0.4 percent in 2009 from a year earlier because of constant decreases after February. The losing streak ended in November. The CPI gained 1.2 percent last month mainly from price rises in food.
Shanghai’s fixed-asset investment last year expanded 9.2 percent from a year earlier, to 527.3 billion yuan. That included 146.4 million yuan spent on property development.
Retail sales in the city last year gained 14 percent to 517.3 billion yuan. Exports declined 16.2 percent to 141.9 billion dollars.
Disposable income of Shanghai dwellers last year jumped 8.1 percent to 28,838 yuan. The city’s unemployment rate stood at 4.3 percent, virtually unchanged from a year earlier.
Shanghai has set this year’s GDP growth target at over eight percent.

New pollution reduction targets listed

China published new targets for the reduction of major pollutants yesterday as it ran into the final year to realize its green goals.
The country will meet its binding targets to reduce emissions of sulfur dioxide (SO2), the major cause of air pollution, and chemical oxygen demand (COD) – the main indicator of water pollution – by 10 percent from 2005 levels in 2010, the Ministry of Environmental Protection (MEP) said yesterday.
The authorities also aim to reduce another 400,000 tons of SO2 and 200,000 tons of COD beyond the targets, which were set in its 11th Five-Year Plan (2006-10).
In order to achieve that, the ministry will strive to increase urban wastewater treatment capacity by 10 million cu m, and install sulfur removers for power generators with a total capacity of 50 million kw this year.
Preliminary calculations show that China had already realized its SO2 reduction goal by the end of 2009, one year ahead of the schedule, the ministry said at the annual national conference on environmental protection held in Beijing yesterday.
By the end of 2008, total emissions of sulfur dioxide and COD had dropped by 8.95 percent and 6.61 percent, respectively, from 2005 levels.
The ministry also said it will intensify the fight against heavy-metal pollution and an overall plan for heavy-metal pollution prevention will be released by the end of June.
China has been faced with an increasing number of major heavy-metal pollution incidents. Several lead poisoning cases involving thousands of children across the country sparked protests last year.
As the country is poised to meet its 11th Five-Year Plan targets, a number of policymakers and academics have also started planning for the next five-year period.
The ministry said two new pollution indicators – nitrogen oxide (NOx), which is discharged from vehicles and power plants and causes acid rain; and ammonia nitrogen, another major measure of water quality – were introduced into the emission control list during the 12th five-year plan (2011-15).
The authorities will also need to find new mechanisms to reduce pollutants, as current projects-based measures to curb pollution have reached their limits, reducing the future capacity for emission reduction, said Zhao Hualin, director of the total emission control department from the ministry.
For instance, China required all its coal-fired power plants to install sulfur scrubbers to reduce SO2 emissions. By the end of 2008, more than 60 percent of China’s thermal power generating units had been equipped with such facilities, compared with 12 percent in 2005.
“The remaining capacity is lessening, forcing us to find new battlegrounds for emission reduction. For instance, the sintering process at steel mills is also a major SO2 emitter,” Zhao said.

Local products Chris Bosh of Toronto and Deron Williams of Utah are headed back to Dallas for next month’s NBA All-Star game, which will include seven first-time selections.
The Boston Celtics and Atlanta Hawks each had two players picked as reserves on Thursday for the February 14 game at Cowboys Stadium in Arlington. Paul Pierce and Rajon Rondo were chosen from the Celtics, while the Hawks are sending Joe Johnson and Al Horford.
Rondo and Horford will both make their first All-Star appearances, as will Oklahoma City swingman Kevin Durant, Charlotte’s Gerald Wallace, Memphis forward Zach Randolph, Chicago’s Derrick Rose and Williams.
Among those missing out were New York’s David Lee and Los Angeles Clippers center Chris Kaman.
Bosh, from Dallas, is an All-Star for the fifth straight season.
“Just to be able to be an All-Star year in and year out, that’s a special feeling, but the fact that it’s in Dallas is kind of a bittersweet thing,” Bosh said. “Sweet because I get to play in front of my home crowd and it’s bitter because everybody wants tickets.”
Bosh, Pierce and Johnson are the only reserves on the Eastern Conference roster with All-Star game experience.
“There’s going to come a day that they don’t pick me,” Pierce said. “So every time I get a chance to make it, it’s definitely an honor.”
The remainder of the Western Conference reserves were guards Chris Paul of New Orleans and Brandon Roy of Portland, forward Pau Gasol of the Los Angeles Lakers and forward Dirk Nowitzki, who was picked for the ninth time and will represent the home Dallas Mavericks.
“It is an honor to represent the Mavericks in my new hometown of Dallas,” Nowitzki said. “I am always thankful for the opportunity to play in the All-Star game. We hope to put on a good show for our fans.”

Lakers win after White House visit

Lakers win after White House visit

There’s nothing like a trip to 1600 Pennsylvania Ave to lift the spirits during the dog days of an NBA season.
That’s a privilege given only to the reigning champions and the Los Angeles Lakers had their moment with President Barack Obama on Monday. It was a good substitute for a ho-hum January practice, and they promptly lifted their road doldrums on Tuesday night with a 115-103 win over the Washington Wizards.
“Our overall energy was a lot better,” said Lamar Odom, who scored 15 points on 7-for-10 shooting. “The trip to the White House gave us a little energy. We want to go back.”
Odom said before the game the champs had become “a little too overconfident”, but it didn’t show as he and his teammates chased down loose balls and kept their hands all over the passing lanes. The Lakers showed the troubled Wizards what hustling, focused, never-let-up basketball is all about, shooting 59 percent and forcing six turnovers during a crucial second-quarter run.
“Offensive rebounds, getting loose balls, turning teams over,” Kobe Bryant said. “Especially when you play on the road, that’s some of things you need to have happen.”
Bryant and Pau Gasol scored 26 points apiece for the Lakers, who had lost six of their previous eight road games and pulled to a 2-2 record midway through their current eight-game swing.
Antawn Jamison, playing on a sprained right foot, scored 27 points to lead the Wizards, who lost the last four games of a six-game homestand. The game came one day after guard Javaris Crittenton received probation after pleading guilty to a misdemeanor gun charge, the latest fallout from last month’s lockerroom confrontation between Crittenton and Gilbert Arenas.
“I think we’re all pretty much numb to the whole thing right now,” coach Flip Saunders said.
The Lakers took over a tight game with a 20-7 half-ending run that included Wizards turnovers of every kind. Shannon Brown stole the ball from DeShawn Stevenson, Andray Blatche traveled, Mike Miller and Mike James threw bad passes, the shot clock expired and Brendan Haywood committed an offensive foul with 2.5 seconds left in the half.
Brown, meanwhile, used the quarter to tune up for the slam dunk contest at next month’s All-Star weekend. He put home an alley-oop, threw down a flying monster to end a fast break and stunned the Wizards by dunking a missed free throw by teammate Andrew Bynum. Derek Fisher’s wide-open 3-pointer gave the Lakers a 60-44 lead at the break.
“Against a team like that, that’s all is takes is a quick three, four, five minutes where you’re not playing your best,” Haywood said. “They take advantage of that and they basically cruise all game off that little 15-point cushion.”
The Wizards stayed within shouting distance in the second half, mostly keeping the deficit between 10 and 15 points. Jamison cut it to nine, 91-82, by making a free throw with 8:58 left in the game but the Lakers responded with a 12-2 run that included four points from Gasol, a 3-pointer from Brown and a 3-pointer and another jumper from Jordan Farmar.
Washington shot 51 percent and outrebounded Los Angeles 41-32.
“If we had played as hard in the past few of our games as we did tonight, we would have had a good homestand,” Saunders said.

Arenas, Crittenton suspended for rest of season

Washington Wizards guard Gilbert Arenas, currently serving an indefinite suspension from the NBA, keeps his head down as he arrives to face felony gun charges at the District of Columbia Superior Courthouse in Washington January 15, 2010. Gilbert Arenas and Washington Wizards team mate Javaris Crittenton were suspended without pay for the rest of the NBA season on Wednesday for bringing guns into the team’s locker room.
NBA commissioner David Stern, who met with both players this week to discuss last month’s incident, said there was no justification for their actions and that guns in the workplace would not be tolerated by the league.
“We mean what we say when we say that guns are prohibited from being in our buildings and in team business,” Stern said on a conference call.
“And if you violate that prohibition … you will be dealt with harshly because it’s very potentially dangerous to our players and to anyone else who might be involved.”
Following a dispute during a flight home from a game in December, the two players later brought weapons into the locker room at the team’s arena. NBA rules prohibit players from bringing firearms to league and team facilities.
Stern said both Arenas and Crittenton expressed remorse for their actions and an understanding of the seriousness of their transgressions during face-to-face meetings with both players that lasted about an hour each.
Arenas, 28, had already been suspended indefinitely by the NBA pending an investigation and the Wizards have since removed all likenesses of him from their arena.
Crittenton, 22, pleaded guilty on Monday to misdemeanor gun possession charges and was sentenced to a year of unsupervised probation and required to perform community service.
SERIOUS ISSUE
Arenas still faces a tentative sentencing date of March 26 after pleading guilty on January 15 to felony weapons possession for bringing four guns to the locker room. He could get up to six months in prison under his plea deal.
The Wizards, who have a 14-30 record with 38 games left in the season, said they fully supported the NBA’s decision.
“We hope that this negative situation can produce something positive by serving as a reminder that gun violence is a serious issue,” the Wizards said in a statement. “We look forward to putting this unfortunate incident behind us.”
When asked how he felt upon first hearing of the news of the locker room incident in Washington, Stern said he just felt the need to do something to protect the game and its players.
“I’ve spent a career on the one hand having to dispense punishment because that comes with the job, but on the other hand trying to protect a group of players for whom I have a very high regard,” said Stern.
“And we also to protect them from doing things that are foolish and damaging to themselves particularly but also to the league and I felt that Gilbert was in the process of that and it was incumbent upon me to stop it.”
