Advertisers will be paying 120,000 yuan for a second of advertising during the South Africa World Cup. Additional ad space will be sold during "extra time," and the "penalty shootout," said He Haiming, the deputy director of the CCTV advertising department.

CCTV will be the exclusive broadcaster of the 2010 World Cup on the Chinese mainland.  So it comes as no surprise that a number of companies have placed bids on this highly-coveted ad space.

A wide variety of companies have shown interest in advertising during the World Cup, aside from just beer companies and sporting goods retailers. According to the meeting, sponsors of the 2010 World Cup come from diverse industries like telecommunications, apparel, automotive, home appliances, financial services, energy and so on.

According to He Haiming, CCTV"s ad time of 2010 World Cup will be sold in three parts. The ad resource sold on Tuesday was the second part. The first was sold in last November and the third will be sold in mid April.

At present, Castrol, as the official sponsor of 2010 South Africa World Cup, has signed to be the exclusive special sponsor for the 2010 World Cup"s live events. The exclusive title of "Shooterboard" is obtained by Sichuan Langjiu Group.

Sponsors of the 2010 World Cup, such as Adidas, Coca-Cola, Budweiser and Sony as well as some Chinese companies including Tsingtao Brewery, China Resources Snow Breweries, Nike and China Mobile, have also bought ad space.

He Haiming said it is impossible to accurately predict the overall advertising revenue that will be earned this year during the World Cup. According to calculations, during the 1998 France World Cup, CCTV earned less than 1 million yuan and during the 2002 World Cup, it had advertising revenue of 4.5 million yuan.
 
The length of ads will be much shorter compared with the 2002 World Cup, He Haiming said. He indicated that CCTV would control the length of ad time strictly during the live competitions.

Wang owns two apartments in Beijing, both bought with loans, and an investment portfolio worth 2 million yuan, but said he still doesn\’t think he qualifies as middle class yet.

"Genuine members of the middle class are those with the money as well as other resources, such as leisure time, to maintain a certain lifestyle," he said.

"But many of my friends who make decent salaries at big multinational companies dare not buy whatever they like and make any mistakes at work," he said. "These people aren\’t genuinely in the middle class, because if they lose their jobs, they will immediately be poor."

Wang said even his friends who make enough money to not worry about being unemployed for a while don\’t have the leisure time that is a hallmark of middle class families in the West.

One of Wang\’s friends makes more than 700,000 yuan per year as a sales manager but still "lives like a dog," he said.

"In the past few years this friend\’s sales quota was 20 million yuan, but this year it surged to 200 million yuan, " said Wang. "He doesn\’t have any time left for fun."

It feels like a never never-ending struggle to keep from falling behind, Wang said.

He said his criteria for being genuinely middle class includes having enough time to be with family and to travel abroad during vacations, as well as having enough money to be able to donate to charitable causes and to take care of his health.

Wang said his definition of middle class life is that depicted on Desperate Housewives, an American television comedy-drama series popular with the well-educated young professionals in China – owning a big house surrounded by green lawns and beautiful flowers and having plenty of leisure time.

"So many Chinese are still struggling to get richer," said Wang. "We simply don\’t have enough time to fulfill our other needs."

The dumping of 21 baby bodies and fetuses in a river in East China\’s Shandong province was due to old local customs and a lack of regulation, experts said.

In some parts of China, especially in poor rural areas, parents are reluctant to take babies\’ bodies home for a funeral. They would rather dump the body in a corner of the hospital or pay someone to bury the baby, said Ma Guanghai, deputy dean of Shandong University\’s school of philosophy and social development.

According to regulations, if a body is recovered from a hospital corner, hospital officials should register the identification of the dead baby, report the case to the public security bureau and then arrange for the baby\’s body to be cremated.

Abandoning a dead body is an outdated practice related to the high death rate of babies in the past. A modern society that respects life cannot allow this type of abandonment, Ma said.

Residents and firemen on Monday found 21 fetuses and baby bodies dumped under a bridge crossing the Guangfu River on the outskirts of Jining.

Eight of the 21 bodies had tabs with clinic code numbers attached to their feet. The tabs showed the bodies were from the Affiliated Hospital of Jining Medical University.

Mortuary workers Zhu Zhenyu and Wang Zhijun have been sacked by the hospital and detained by police for allegedly reaching verbal agreements with the relatives of the dead babies to dispose of the bodies for a fee, Gong Zhenhua, a city government spokesman, said on Tuesday.

"They subsequently secretly transported the bodies to the Guangfu River, but they failed to bury the bodies completely," he said.

Two senior officials, Li Luning and He Xin, director and deputy director of the hospital\’s logistics department, have been removed from their posts in the wake of the incident.

A vice-president of the hospital, Niu Haifeng, has also been suspended from his post.

Meanwhile, Jining health bureau officials have offered a public apology for their ineffective supervision.

Experts said regulations must be introduced as soon as possible to determine the legal status of infant bodies. A regulation that clarifies the procedures for dealing with infant bodies in a respectful manner is needed, they added.

No legal definition for dead infants or fetuses exists in China, but classifying them as "medical waste," as many hospitals do, is not appropriate, said Cao Yongfu, deputy director of the medical ethics institute at Shandong University.

"There should be regulations for dealing with infants\’ bodies and dead fetuses that comply with both the law and folk customs," he said. "Otherwise, there will always be loopholes for hospital management."

The family of two victims of a self-immolation act in eastern China\’s Jiangsu Province have reached a compensation agreement with the local government, a government spokesperson said Friday.

Last Saturday, a farmer, Tao Huixi, died and his father was injured after they set themselves on fire to protest the demolition of their pig farm in Huangchuan Township, Donghai County.

The 900,000-yuan (131,772 U.S. dollars) compensation is for both the demolition and the farmer\’s death, the elder brother of the victim, Tao Huixiang, told Xinhua by telephone Friday.

Tao Huixi\’s body will be cremated Friday, according to the agreement.

The compensation is not for the costs of medical treatment for the injured father who is still in hospital.

Tao Huixiang said he was not optimistic about his father\’s condition, and that if his father dies, more compensation might be needed.

Li Baofu, spokesman for Donghai County government, admitted the township government had handled the demolition inappropriately, adding that Zhou Wenjun, the head of the township, has been suspended from his work post.

Tao Huixi\’s pig farm and the houses of five other villagers were due to be torn down to make way for a highway in Huangchuan Township.

The houses of the five other villagers were demolished before the highway project construction started in the second half of 2009.

But Tao Huixi had refused to accept the 75,000 yuan (11,000 U.S. dollars) compensation offer from the township government.

Tao said the compensation offer was inadequate and refused to move, despite several negotiation attempts.

Tao Huixi locked himself and his 92-year-old father in their house and set themselves on fire when township government workers arrived to demolition the house last Saturday, according to the statement.

By the time government workers had broken into the house to save them, Tao Huixi had already died.

Toyota has a new way to explain its recall compensation for RAV4 owners in China.

Hideaki Matsuki, General Manager of FAW Toyota Motor Sales Co., Ltd. said in an interview that Toyota would offer three free testing service options for Chinese RAV4 owners to choose. In addition, vehicle owners will not get additional financial compensation for recalled cars.

In addition to providing free services, Hideaki Matsuki also said that in China Toyota has recalled 63,367 RAV4, and is expected to complete the recall by the end of April. Those customers who have made reservations for RAV4 will get their full deposit returned if they want to return the car. The cost of recalling vehicles and related services will be paid by the manufacturers, and distributors don\’t need to pay for any cost.

The reason why Toyota did not compensate the owners in China is based on "regulations of recalled defective motor vehicles "jointly issued by General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) and three ministries in 2004.

The regulations do not require manufacturers to pay compensation for recall, nor does it name corresponding penalties for those who find car defects and hide the fact. Zhejiang province\’s request for compensation is based on local regulations.

There is still a big difference between the recall services offered to customers in the United States and what was offered in China.

In the U.S. market as early as Feb. 26, Toyota promised to provide additional services to the recalled car owners, including: shortening maintenance time as much as possible; providing "door-to-door" recall service; providing vehicle to take owners to dealers or send owners to work and if the owner is unable or unwilling to drive his car, within a reasonable time Toyota will provide compensation for rental cars or taxi.

In addition, Toyota has promised to give distributors in the United States affected by the recall events compensation ranging from 7,500 U.S. dollars to 7.5 million U.S. dollars.

Carbon-reduction website launched in HK

The Hong Kong Environmental Protection Department launched Friday the Carbon Reduction-Every Step Counts website in Chinese to showcase successful experiences in emissions reduction.

It will feature emissions-reduction measures adopted by 15 organizations which have joined as carbon audit-green partners in the Green Hong Kong-Carbon Audit campaign, said the Information Service Department of the Hong Kong Special Administrative Region\’s government.

People can examine the carbon-reduction measures to reduce energy, waste and water consumption.

The campaign was held in July 2008. So far 160 carbon audit-green partners have signed the Carbon Reduction Charter pledging to take carbon emission-reduction measures.

Two companies produced low quality rabies serums in 2008

China will step up the monitoring of a faulty rabies vaccine that has been recalled but may still be on the market, officials from the country\’s State Food and Drug Administration (SFDA) said on Friday.

Although the vaccine was recalled and production shut down late last year, China\’s lax regulatory environment means doses of the vaccine may still be on the shelves, officials said.

Administration officials also said they are watching for any reactions in people who took the vaccine last year.

The rabies vaccine problems are the latest in a series of quality concerns in China in recent years, including tainted infant formula and other milk products that sickened children.

More than 200,000 units of the rabies vaccine manufactured by Jiangsu Ealong Biotech Co and Hebei Bioforwell Co were recalled because they did not meet national quality standards, the administration said on its website.

Officials made the move following a four-month investigation after its first announcement last December that seven batches, or a total of 215,800 units of rabies vaccine produced by Jiangsu Ealong Biotech Company and Hebei Bioforwell Company from July to October 2008 had quality problems.

The administration said the Jiangsu Ealong Biotech Company had resorted to deception when producing the rabies vaccines.

The company escaped supervision by related departments, causing the unqualified vaccine products to come into the market. Some of the company\’s personnel are suspected of committing criminal offenses, and local police are investigating.

Meanwhile, an illegal operation was found in the Hebei Bioforwell Company, and its vaccines products also failed to meet the national standard. But no criminal activity was found in the company.

Administration officials said they will further investigate the defective vaccines with local authorities and police departments.

Media has reported that those defective vaccines had already been sent to 364 disease prevention and control centers in 27 provinces and cities across the country. According to reports, all of them were used up by July of 2009.

Officials estimate that more than 1 million people nationwide may have been affected by the vaccines, which was not mentioned in the statement of the administration.

Administration officials said they have received no reports so far on adverse reactions from the rabies vaccine shots. The monitoring of any adverse reactions is still going on.

The health departments have dispatched a "sufficient quantity" of safe rabies vaccines to local departments, and free re-vaccination work will be carried out soon.

The Guangzhou-based 21st Century Business Herald reported on Friday that frequent personnel changes in the SFDA in recent months was allegedly connected to the defective rabies vaccines produced by two Chinese drug makers.

The newspaper said the SFDA is restructuring its personnel duties and at least 16 personnel appointment and dismissal cases have been handled since last November when Jin Shaohong, the former director of the Center for Drug Evaluation of the SFDA, was dismissed.

Most of them are high-level officials working for departments such as food safety inspection, drug safety inspection and drug evaluation.

The newspaper quoted an insider as saying that Wei Liang, an official from the drug registry department of SFDA, has already been detained for allegedly accepting bribes of "1 million yuan at the most".
